ORDER:

The Government has been taking several steps for expanding the Primary Schooling facilities to all the School age children in the State to achieve the National Goal of Universalisation of Elementary Education. Almost all the habitations having population 200 and above are already provided with regular primary schools. It is estimated that there are above 15,000 habitations with less than 200 population in the State, which do not have any primary schooling facilities with in a walking distance of 1 KM. Many of these habitations are in the remote tribal areas. To provide Educational facilities in these remote habitations, the Commissioner & Director of School Education has submitted a project proposal in the reference read above for providing assistance to needy and willing local communities to enable them to provide 15,000 new MAABADIs in school-less habitations with minimum of 20 out of school children in the age group of 6 – 11 years and which do not have any primary schooling facilities within a walking distance of 1 KM and in tribal sub plan habitations having atleast 10 – 20 out of school children in the age group of 6 – 11 years.

 

The Commissioner & Director of School Education has requested the Government to permit him to implement the scheme as per the project report.

 

To achieve the goal of Universalisation of Elementary Education and also to provide educational facilities to all the out of school children in the age group of 6 – 14 years in the remote habitations, to equip such communities to achieve Universal enrolment of such children, in supercession of the orders issued in the G.O. Ms. No. 14 Education (Prog.II) Department, dated: 10-5-99 Government hereby consider the project proposal submitted by the Commissioner & Director of School Education in the reference read above and accord sanction for providing assistance to willing communities to open about 15,000 MAABADIs in : a) the schoolless habitations with a minimum of 20 out of school children in the age group of 6 – 11 years and which do not have any primary schooling facilities with in the walking distance of 1 KM and b) in Tribal sub plan habitations having 10 – 20 out of school children in the age group of 6 – 11 years by providing financial assistance to willing communities for opening of these MAABADIs, as detailed below:

The approximate number of Maabadis required as per survey will be communicated by the Commissioner & Director of School Education separately.

 

The Government accord sanction of Rs. 1430.00 lakhs (Rupees fourteen crores and thirty lakhs only) towards implementation of the scheme during 1999-2000.

 

The expenditure for the 19 DPEP districts amounting Rs. 1180.00 lakhs shall be met from the DPEP funds. The State Project Director, DPEP shall take necessary action for releasing the funds to the concerned.

 

The expenditure in the 4 Non-DPEP districts amounting Rs. 250.00 lakhs shall be debited to the following head of account :

The expenditure in respect of 4 Non-DPEP districts shall be met by way of reappropriation from the following head of account.

 

"2202 – General Education – 04 Adult Education

MH 103 – Rural functional literacy projects – Schemes included in the Plan

SH 04 – Total Literacy Campaign – 090 – Grant-in-Aid – 092 Other Grant-in

– Aid.

 

Government hereby approve the project report submitted by the Commissioner & Director of School Education (Annexure). The action of Commissioner & Director of School Education in having taken preliminary action is hereby ratified and Commissioner & Director of School Education shall take further action in implementing the scheme accordingly.

 

The Commissioner & Director of School Education is requested to send necessary reappropriation proposal in respect of 4 Non DPEP districts to Finance (EBS-VI) Department.

Access to Primary Education

A COMMITMENT OF GOVERNMENT OF ANDHRA PRADESH

I. CONCERNS

Constitutional obligation of providing free and compulsory education for all children till they attain age of 14 years could not be achieved even after 50 years, despite substantial investment of effort and resources. Andhra Pradesh continues to remain one of the educationally backward states in the country, ranking a dismal 29th among the states in the country, with a literacy rate of only 54%. (1997)

The extremely poor educational status of STs, SCs, certain categories of backward classes, minorities and girls continue to be an area of concern. The low level of literacy and disparities in literacy has a cascading adverse effect on various sectors and on the overall economy in the long run. The high drop out rate of about 50% in primary sections and lack of access to schools in almost 15000 habitations is alarming, with most of the out of school children being engaged in family work, care of younger siblings or even as bonded labourers. Unless and until all the children and the families concerned are motivated to ensure that children attend formal schools, Universalisation of Elementary Education will remain an illusory goal. Government of Andhra Pradesh appreciates its responsibility in providing Universal access to education and a proper teaching-learning environment. Government also believes that it is only with the active community participation with the stake-holders assuming a management role that Universalisation of Elementary Education can become a reallity.

Recognising the urgent need to involve the parents and local bodies,
Govt. of Andhra Pradesh has enunciated the Andhra Pradesh School Education (Community Participation) Act, 1998 providing for participatory management of schools by the primary stake holders – the parents of the students with the assistance of teachers concerned and local bodies. Accordingly, about 61328 School Committees have been constituted in 1998 and ever since there has been a significant improvement not only in the demand for schooling but also in the functioning of the schools. Vision 2020 of A.P, aiming to achieve education for all, has set for itself a target of achieving a minimum literacy rate of 95% before the year 2010 AD. Government of Andhra Pradesh, in response to the enthusiasm shown by the school committees and the goals set for itself, has initiated the following measures:

  1. Provision of 25,000 class rooms, drinking water facility, and toilets aimed at improving school environment:
  2. School committees have been provided with assistance during 1998-99 to engage about 52,754 Vidya Volunteers with an outlay of Rs.15.97 crores.
  3. 57,341 teachers have been recruited during the past 3 years.
  4. A massive training of teachers, Vidya Volunteers, and School Committee members have been taken up by during 1997 to 1999 to improve the teaching learning environment.

Government of Andhra Pradesh in this continuing crusade, has now decided to assist the local community in schoolless habitations to establish a "maa-badi" (Classes 1 & 2). All schoolless habitations with a minimum of 20 out of school children in the age 6 to 11, including non-starters will be provided assistance to establish such schools.

 

II. OBJECTIVES OF THE SCHEME

  1. Promote universalisation of elementary education by offering assistance, to willing local communities in all the schoolless habitation in the State to provide access to formal schools.
  2. Promote imparting of quality education;
  3. Motivate and mobilize students, parents and community in favour of formal schooling and adult literacy, as partners to the Government in achieving over 95% literacy before the year 2010.
  1. ELIGIBILITY CRITERIA

The schoolless habitations/Gram Panchayats concerned will be eligible for assistance under this scheme provided :-

  1. they request for such assistance and undertake to work with Government as partners in achieving the objectives as enunciated above.
  2. the schoolless habitation having minimum of 20 out of school children in the age group of 6-11 does not have formal primary school within a radius of 1 K.M. In tribal sub- plan areas the minimum strength of out of school children will be 10 in the age group of 6 – 11 years to become eligible for the assistance.
  3. the schoolless habitation with 20 out of school children(6-11 yrs.) with a school within 1 K.M. will also be eligible, provided the habitation is separated from such school by a natural barrier eg., stream, hillocks, forest etc., rendering it difficult for such primary age group children to go to that school.

 

 

 

 

 

IV. SCHEME COMPONENTS

  1. Communities/Gram Panchayat Commitment
    1. The Local Community of a school less habitation represented by its elders, must make a request through the Sarpanch of the Gram Panchayat concerned to the Mandal Educational Officer(MEO)
    2. Local community / Gram Panchayat concerned must be prepared to prepare its habitation education plan while making a request . Necessary guidance will be provided by the Education Department. After identifying the areas of weaknesses in the plan to be developed, the community must set for itself a target to achieve universal enrolment, retention and promote adult literacy so as to ultimately achieve over 95% literacy rate before 2010.
    3. The community must provide requisite infrastructure and other support to achieve their objectives and to promote quality education, like provision of suitable land of about thousand square meters apart from accommodation for conducting the school.
    4. The community must be willing to engage suitable willing volunteers, duly following the guidelines for selection of Vidya Volunteers prescribed in G.O.Ms.No.17, Education (Prog.II), dated.8.1.1999.

 

2. Government commitment :

Government on its part will provide following assistance to local willing community:

    1. Assistance to community to enable it to establish a "Maa Badi" subject to eligibility, within 60 days of receipt of request.
    2. An amount of Rs.5,000/- per annum in habitation with minimum of 20 out of school children (6-11 years). In tribal areas the minimum strength of out of school children should be 10 in the age group of 6 – 11 years and the honorarium payable will be Rs. 4000/- per annum.
    3. Assistance of Rs.500/- towards Honorarium tot he Vidya Volunteer for Teaching Learning Material
    4. Assistance of Rs.2000/- towards TLM and operational contingencies
    5. Orientation and guidance to local community for constituting a School Committee and for preparing a habitation education plan for itself.
    6. Financial assistance and other support to School Committee to enable them to achieve their targets for enrolment, retention and adult literacy.
    7. Training of Vidya Volunteers and other adult literacy volunteers that community may engage for achieving its targets as per habitation education plan.
    8. Monitoring and evaluation to assist the community/Gram Panchayat to achieve the targets set out in its habitation Education Plan.

 

V. OPERATIONALISATION OF THE SCHEME

 

1. Procedure:

    1. The local community of the schoolless habitation interested in availing the scheme will make a request in Annexure-I (b) through the Gram Panchayat to the Mandal Education Officer. The MEO shall issue a receipt of the request on the same date. The date of such receipt will be the date to be reckoned for taking action within 60 days. The local community elders may send the request directly to the MEO if the Gram Panchayat does not communicate either a rejection or forward their request within 5 days as per eligibility.
    2. On receipt of the application, the MEO shall duly verify the same and have the habitation inspected by any of the MRPs and send his report to the DEO within 15 days from the date of receipt of the application in Annexure-I (b) retaining a copy at his office.
    3. The DEO in turn shall verify the application so received and place before the District level committee constituted vide G.O.Ms.214, Education Dated : 10-7-98 on scrutiny and finalisation, the Chair-person of the district level committee shall accord acceptance / rejection of the request within 20 days directly to the Gram Panchayat under intimation to the MEO concerned. In case of rejection, the grounds for rejection shall also be communicated.
    4. MEO on receipt of the request of the school committee and immediately after he forwards the request recommending such request, to the District level committee of eligible habitations, shall immediately arrange for deputing MRP to the habitation to assist the local community in preparing the habitation education plan, which will consist of a) the particulars of out of school children, the strategy and the time frame by which the community would send them to formal schools particularly the children between 6-9 yrs.; b) the particulars of the out of school children above 9-14 years, and the strategy for making them literate and for sending them back to formal school; c) the particulars of all others including adult illiterates, the strategy and time frame for making them literate d) the nature and quantum of the assistance the community is prepared to provide to open and run the proposed school to achieve the literacy targets set for itself in HEP. e) the nature and quantum of assistance required from the government for achieving the targets set for it self in the Habitation Education Plan; f) other measures community would initiate to promote quality education.over a period of time.
    5. The Habitation Education Plan shall be finalised by the community under the guidance of MEO, within one month from the date on which the request is forwarded by MEO to the District Level Committee.
    6. The MRP will also assist the Community to organize into a PTA which will then elect its School Committee as provided for in the A P School (Community participation) Education Act 1998.
    7. MEO/MRPs will also assist them in opening an account for the School Committee.
    8. The Account shall be operated jointly by School Committee Chairman and H.M. of nearby School.
    9. As soon as the approval of District Level Committee is received and Habitation Education Plan is ready, the MEO shall enter into an agreement with School Committee incorporating its targets as mentioned in paras I to VII of the agreement [Annexure I (c) ].
    10. A copy of the agreement and approval of the district level committee along with the cheque from APC in favour of Joint Account of school committee shall be sent to the School Committee under intimation to Gram Panchayat.
    11. The guidelines prescribed for engaging the services of the Vidya Volunteers vide G.O.Ms.No.17, Education (Prog.II) Department, dated 8.1.1999 for primary school shall be followed by the School Committees.

 

2. Tribal Areas :

The local community represented by VTDA concerned shall take the responsibility in establishing the ‘MAA BADI’ in the habitation.
The candidate to be engaged as Vidya Volunteer by the School Committee subscribing to this scheme , should a local tribal beloinging to the same tribal group to which the majority of the out of school children belong to .

 

3. Urban Areas :

The assistance towards starting ‘MAA BADI’ in urban areas will be provided only after rationalisation and relocation of the schools is completed as per detailed guidelines to be issued by C&DSE. The initial request may be entertained from the local elders and later on school committees will be formed to whom the responsibility will be given in running and monitoring these schools, under the guidance of the ward member.

 

VI. MEMORANDUM OF UNDERSTANDING BETWEEN THE

SCHOOL COMMITTEE AND THE GOVERNMENT

The School Committee and Government represented by the MEO shall enter into a memorandum of understanding as prescribed in the format as in Annexure-I (c).

 

VII. DURATION OF THE SCHEME:

The Assistance under the scheme is a purely temporary measure and aims at empowerment and capacity building of the local community. The scheme will be in operation for 4 years, at the end of which decision to extend or otherwise will be taken by the Government. State Government however reserves the right to review or modify the terms and quantum of assistance and also to terminate the scheme at any time.

 

 

VIII. MONITORING AND EVALUATION

 

At School Level:-

  1. Education status register shall be maintained duly recording the names of the out of school children and all adult illiterates, literacy status and the progress over a period of time.
  2. The Vidya Volunteer shall maintain the usual attendance register. The same register shall also be used for recording the attendance of the children for every month.
  3. The Infrastructure and School Committee Register.
  4. The Gram Panchayat will also review the functioning of the school.
  5. The Cluster Head Master will visit each of the schools atleast once in a month and if there are more than 4 such schools in his cluster he can entrust the visit to any other teacher in his school. During such visits Vidya Volunteer shall be suitably guided on teaching learning process, motivating the students and the parents towards enrollment and retention.
  6. The School Committee shall be bound to furnish such progress reports including SMIS as prescribed by the Government from time to time.

 

Mandal Level

  1. The MRPs in-charge of the cluster /village shall visit such schools atleast once in a fortnight. The MEO shall monitor and submit such reports as prescribed to C&DSE / SPD, DPEP.
  2. Training programmes for Vidya Volunteer shall preferably be organized at mandal level.
  3. Monthly meeting at mandal level.
  4. The Vidya Volunteers of ‘Maa Badi’ will regularly attend the TC meetings.

 

District Level

  1. The District level committee constituted through School Edn(C.P) Act 1998 (District Board of Education) will also monitor the implementation of the scheme and progress achieved by the SCs in realizing the objectives set for themselves in the Habitation Education Plan.
  2. The Dy.D.E.Os / D.E.Os / RJDs shall take up frequent visits and suitably guide the School Committees / Vidya Volunteers.

 

State Level

  1. The State level committee constituted under School Edn(CP) Act 1998 will also monitor the implementation of the scheme at the State level;

 

IX. INCENTIVES FOR VIDYA VOLUNTEERS.

  1. The School Committee may consider providing a monthly honorarium of Rs. 500/- per month upto a maximum of 10 months, and Rs. 400/- P.M for 10 months if the children are from between 10 – 20 from out of assistance provided by the Government to the School Committee.
  2. The other incentives sanctioned by G.O.Ms.No.17, Dt.18.01.99 shall be extended to the Vidya Volunteers engaged by the School Committees under this scheme, subject to the same conditions as envisaged there.

 

X. GENERAL

  1. The C&DSE shall give vide publicity to the scheme and shall issue a time frame to ensure that the assistance is sanctioned to the eligible community concerned.
  2. Depending on the response and the number of requests that are received from each mandal, C&DSE shall formulate a training schedule for the Vidya Volunteers to be engaged by the School Committees.
  3. The SPD, DPEP / C&DSE shall take further action to ensure timely release of assistance to the concerned School Committee account.

    1. The School Committee undertake to provide land (minimum of 1000 Sq. yards), accommodation and other physical facilities to run the ‘MAA BADI’ and supervise its functioning.
    2. That the School Committee undertakes to enrol all the children(6 – 9 years) of the habitation as on 1.6.99 during the current academic year.
    3. That the School Committees undertake to make 100% retention in Primary Schools.
    4. That the school committee undertakes to achieve the targets spelt out in the habitation education plan.
    5. The school committee further under takes to take the necessary steps to educate the Adult illiterates in a phased manner.
    6. That in order to achieve the targets mentioned in paras I to IV above, the part of the second part may take responsibility and engage the services of Vidya Volunteer for its school for the current Academic Year 1999-2000 subject to the terms and conditions issued in the G.O.Ms.No. 17 Education (Prog-II) Department, Dated:08.01.99.
    7. That it is further mutually agreed upon that the first party would provide assistance as committed to the School Committee Government Memo No. ……………. of Edn. (Prog-I) Dept dt ……………..99 and other terms therein and further subject to the availability of the Budget.
    8.     9. That the contract gets automatically terminated on 24.04.2000 (at the closure of the academic year). However it may also be terminated by giving one month’s notice by either part to the other even before 24.04.2000.

AND VIDYA VOLUNTEERS

This agreement is made and executed on this _________ day of _______ month of _____________ year, between the school committee of _______________________ mandal, ___________________ district represented by its chairman Sri / Smt / Kum ________________________ S/o:___________________________ R/o : ___________________________ (hereinafter referred to as SC of the first part)

 

AND

1. Sri/Smt/Kum _________________________________________________ S/o:,D/o:Sri ___________________ aged about _____years residing at ___________________________________ (hereinafter called :The party of the SECOND PART) for appointment by contract to render his/her services as VIDYA VOLUNTEER in Mabadi school on contract basis.

  1. Whereas with a view to ensure comprehensive access to all the school going age children in imparting of education etc., in the said Educational Institution, SC of the FIRST PART, decided to appoint suitable personnel on contract basis and therefore this contract.
  2. Whereas the party of the SECOND PART having an interest to serve the SC of the FIRST PART on a contract basis as Vidya Volunteer for the period specified hereunder and agreed to enter into this contract and abide by the terms and conditions of this agreement.
  3. Now this agreement witnesseth and the parties hereunder and hereby agree as follows
  1. That the party of the SECOND PART shall provide service in the said Educational Institution of the FIRST PART for a period commencing on the ________ day of _____________ month of _____________ year and ending on the ____________ day of ____________ month of ____________ year as agreed to by both the parties, herein that the contract of this employment IPSO-FACTO shall stand terminated on the last working day of the academic session 1999-2000 even if no specific date of termination is mentioned in this agreement and no formal notice or order by the SC of the FIRST PART shall be necessary to be issued to the party of SECOND PART. The SC reserves the right to terminate the contract prematurely without assigning any reason.
  2. That the party of the SECOND PART shall submit himself / herself to the orders of the school committee of the FIRST PART and of the officers / authorities under whom he/she may from time to time be placed by the school committee of the FIRST PART and shall perform such duties as may be assigned to the party of the SECOND PART by school committee of the FIRST PART.
  3. That the party of the SECOND PART shall engage himself/herself efficiently and diligently and to the best of his/her ability.
  4. REMUNERATION : that the party of the SECOND PART be paid Rs. _____________ (______________ in words ____________) per month as honorarium payable on the last day of the month payable by the party of the first part.
  5. AUTHORISED ABSENCE :
    1. The party of the SECOND PART will be eligible for availment of 10 days authorised absence during the academic year.
    2. He / She will not be entitled for any other kind of authorised absence. If the party remains absent with permission and if he/she does not have any authorised absence at his/her credit, the proportionate amount from consolidated remuneration will deducted. The party of the SECOND PART appointed on contract basis may be paid consolidated remuneration for the period of Dasara and Pongal vacations if the contract is subsisting and continuing at that point of time.
  1. It is expressly stated and agreed to by the party of the SECOND PART that any service endered under this agreement shall not under any circumstances whatsoever provide him/her any right to claim for absorption in regular vacancies that exist now or any to arise in future in the said or any other Educational Institution (s.).
